The effects of the dissolution of the Soviet Union on the U.S.?

Mostly the Cold War, which had gone on since the end of WWII was over. But it was sometimes hard to be sure, were the Russians really not Communists anymore, etc. It was a little unsure. And as the former Soviet republics (Ukraine, Lithuania, Estonia, Armenia, etc) became independent countries there was concern both whether Russia would let them be independent and what would happen to nuclear missiles and other weapons stationed in the former Republics. To this day there are rumors of nukes out there unaccounted for.

But with the SOviet Union and it's satellites gone, that meant there was a sort of something missing, a big bad enemy. Al-Qaeda helped us there, in 2001 it became clear who our new enemy would be.

After the fall of the Soviet "Empire" there was free trade, first with Eastern European countries, a united Germany, Hungary, etc. Then Russia itself and other Soviet republics.

But all has not been smooth in the former Soviet Union, last summer the Russians invaded their former republic of Georgia and they have had an ongoing war with Chechnya (?).

If Ukraine decided to keep its nuclear arsenal after the dissolution of the Soviet Union, how would the current situation against Russia play out?

One of the reasons why so few countries have nuclear weapons is because nuclear weapons cost a lot to maintain. Like, a lot. The US spends around 20 billion dollars maintaining its nuclear arsenal. Only few countries have a strong enough economy to sustain such an expending. And Ukraine isn't one of them. Ukraine’s economy is really bad right now, and in the past it wasn't much better.These things aren't cheap to build or to maintain.In the long run, Ukraine would either ask Russia to take the weapons, ask some atomic agency to dismantle them or face a disaster much bigger and worse than Chernobyl once they realize what will happen to those weapons if they are not maintained.

What was the international reaction to the collapse of the Soviet Union?

At first it was too good to be true. Bush and the State Department did not endorse it until it had definitely been established. Eastern Europe had already broken away in 1989, and the Baltic and Transcaucasian states already had independence movements still being fought, but the proposed new Union Treaty was expected to succeed at least in the Slavic and Central Asian republics. Western sources had noted the tenacity of Ukrainian nationalism for decades, and unexpectedly quick Ukrainian independence was both what killed the USSR and what convinced the West it was no longer any military threat. Faced with the prospect of a union with only Central Asia, Yeltsin and other Russians were willing to sign it away to put down the August 1991 reactionary coup. Still, I never heard of anyone in the West anticipating an instant, bloodless breakup. Overjoyed Ukrainians in the West predicted that, now escaped from the Soviet yoke, Ukraine would quickly develop to Western levels leaving autocratic Russia in the dust. The following quarter century of stagnation must be a bitter disappointment.
