What is the difference between technically and basically?

The way people use them these days, not much...they've become just sort of "flavoring words" that people drop into sentences at random, without using them in the proper manner.

How many times have you heard somebody talking on their phone, saying something like, "Basically, I have to go home right after school." or "Technically, I'm a sophomore."

Here's a tip, people - if you remove the word "basically", or "technically", or "literally" from the sentence, and it means the EXACT same thing, then you're not using the word right.

"I have to go home right after school." - see, it means the same thing! Sorry, this is a big pet peeve of mine...

What they SHOULD mean -

Basically - in a basic manner. Essentially, fundamentally or at heart. Ex. "Throughout the ordeal, he remained basically the same." Also - for the most part, chiefly. Ex. "They basically do what they're supposed to do."

Technically - belonging to a particular art, science or trade. In a way that shows expertise in something. Ex. "He is technically proficient with the mechanics of that engine."

Also, concerned with, or dealing with technicalities or rules. So you could say, "Technically, I'm supposed to be at work at 9 am.", since that deals with the rules. The meaning would be that you don't REALLY have to be there at 9.

What is basically the difference between post secondary diploma and graduate diploma? are these the same?

No. Post-secondary means the degree was earned after high school (secondary school), and thus it includes undergraduate degrees like the associates or bachelors. A graduate degree means the degree was earned after the bachelors degree, and thus it includes only the masters and doctorate.
