Why is this formula useful?

That almost looks like the formula for variance, which is:

variance = sum (a_i - mean)²

That is, you the difference of each term a_i minus the mean (average) value, square that difference and add it to the sum. In your sequence, the average is 2.5 and the variance is:

Squaring that gives you 9/16 times the square of the sum. Not a particularly useful value by itself, but it is part of another formula to compute the variance.

variance = [average value of a_i²] - [average value of a_i]²

That's the average of the squares of the numbers, minus the square of the average of the numbers. Your expression is simply 9/16 times the second term in that formula.
