As I don't have a Bible with me at the moment I am just going to have to go on what I see here. Okay the first verse I would say that the verse is implying that God does not lie and that He does not repent of sin because He doesn't sin. Every emotiom He has is pure and right (anger included). Now in Exodus it would seem that once again the Israelites have angered God and He is thinking of destroying them. His anger is righteous and good here not the kind of we think of, but as we see here God remembers His promise that He gave to Abraham and repents (in other words decides He will not destroy them as they deserve). The word repent in these verses mean two different things. The first meaning ask for forgiveness. The second meaning relent, give up on the idea of, decides not to, etc.

Why is Numbers 23:19 always commented on, out of context.?

How about Deuteronomy 4:15 and after -
the atribution of incarnation to God would be a corruption of the revelation and covenant of Sinai.

If one studies the Hebrew Bible in Hebrew and in the context of the culture that produced and carried forth the Hebrew Bible in ALL its details
(without waving off whole chapters with "oh, that's not relevant to us"),
then it is self evident that neither Pharaoh, nor Hercules, nor the Emperor of Japan, nor any other alleged incarnation of deity can be God.

The quote you ask about is usualy provided off-the-cuff, with a handful of others by Jews attempting to stave off Christian missionaries just as a matter of saying --
"Leave me the F-- alone and keep YOUR religion to YOURself!"

And the line is most certainly --
לֹא אִישׁ אֵל וִיכַזֵּב וּבֶן אָדָם וְיִתְנֶחָם הַהוּא אָמַר וְלֹא יַעֲשֶׂה וְדִבֶּר וְלֹא יְקִימֶנָּה
not "God is not a man who lies"
In Hebrew, it is most clear that it is
in fact "God is not ish (man) that he might lie (like all men), nor son of adam (man - related to earth) that he should relent (as all mortals may)...

It most certainly makes the definite assertions that "God is not a man, nor the son of adam"

Note regarding the other quotes you provide -
IF you learned within the Hebrew culture, the answer would likewise be self evident.

However - just by way of a single illustration -
Just extend your decontexted Genesis quote:
1:27 "God created man in His image ...MALE and FEMALE He created them"

"Male and Female"
It is therefore quite clear that the tzelem is not the physical image.

Or are you teaching that your god-incarnate was a hermaphrodite?

What do the numbers in the Bible mean?

Your question is a little confusing - you know that the first number is the chapter and the second number the verse right?

In most bible the little numbers (or letters) in the lines are cross referinces - meaning if you find say 24 at the bottom of the page it will give you either a little explanation of that verese or maybe another related scripture.

Certainly not. The context has nothing to do with Jesus. it is simply a prophetic statement declaring God is not capricious and changeable like a man, that He should change His mind, in this context, about blessing the Israelites, whom He has just rescued from Egyptian slavery.
