I went to change out the flapper with a universal one, but I cant seem to get the inside of the plastic cylinder off. It looks like it is screwed in but I can't unscrew it. Has anyone had any experience with a toilet like this?

Why is it doing this? Is there a problem with the toilet or something? Because the chain at my parents is silver, and no problems at all and it was there for over 1 year and it's still silver. Ours was just put on a couple months ago and it turns brown (rusted) and causes our toilet to run a lot. What do i do?
