The event coordinators get what they want, and if the scalper can't sell them he loses money. If I purchase the right to sit in a certain seat, why can't I sell my right to the highest bidder? Some allege that promoters and bands are scalping their own tickets - selling prime seats to brokers to increase profit margins. Some venue owners have been prosecuted for grand larceny for putting choice seats "on hold" and then selling them to brokers at a premium.

Scalping tickets, under the meaning you are talking about, would mean selling the tickets within a certain distance of the event, at a higher price then face value.

You can always sell your extra ticket, but if you want to sell it a higher price then the face value, just dont do it outside the arena the event is taking place. And generally speaking they only target people who are proffessional scalpers. Not some girl just looking to unload one extra ticket.
