Perhaps because the Ohio Supreme Court, like all courts is limited to deciding cases and controversies properly presented to it. Courts do not have general supervising authority of public (or private) officials. Courts do not have the power to charge people with crimes. That power is limited to the executive branch (typically a district attorney or similar title) and even they must have sufficient admissible evidence to demonstrate probable cause.
