Windows 8.1 Not Reading Sd Card

I have an SD card of 16GB, but it's showing only 30 MB and Windows is also unable to format it. What should I do?

Actually I’ve just run into this problem right now when trying to format an SD which had been used in a Raspberry Pi.What I did:Open Disk managementDelete all the partitions associated with that SD (be very careful that the partitions you are deleting are associated with the SD)After all the partitions have been deleted you will see at the bottom of the Disk management UI anallocated large partition, this will be your unformatted SD card (you may need to refresh).Right click on it, Choose New Simple Volume from the shortcut menu.Click the Next button.Set the size of the new volume (it is preset to disk capacity)Click the Next button.Letter the new drive.Choose a name if you want.Choose format. (NTFS, FAT32)Click the Next button then Finish button and you are done.

I want to import a program on my windows 8.1 but I can't find the place where I do that.?

On a Windows 7, you can go to the Start menu and go to all programs and find the program and have an option to import or export the program, but where on earth can you do that on windows 8.1?! On windows 8.1, as we all know, when you go to start, it goes to all your apps and everything like that, so it's completely different from windows 7. So, does anyone know how to get to an option to import a program on windows 8.1?

Windows 10 help! Storage sense not working properly!?

As you can see in the screenshot that New apps will save to option is greyed out. If anybody knows a fix its Great!. Please tell me. If not and you too face the issue, then too tell me(curiosity, you know as not much is seen in the Feedback app). If it is working on your machine then too let me know.
BTW I am running build 10162.
