the ignition (or accessories) should be "on", wipers should be "on" and have a buddy press the wash button while you are testing. The washer does not have a separate fuse. USe a test light across the washer terminals. if its not working USUALLY the motor has died. there is little else to go bad except the switch. Having pure water in there and freezing temps outside will sometimes kill it too.
