You need to know HTML5/CSS3 for building basic Joomla templates. Although PHP is not required, you still need to know a little bit in order to embed the tags so that you can populate your templates with data from the database (populating menus, loading articles, pagination etc).Once you are familiar with the tools, you can take a static template and start putting PHP tags in your template to populate it with data.
