Another cause is that the local legislatures represent only the local passions. As people gather together to make small groups, passsions abound (this is part of the two extremes of the passions encountered in the federalist :If too small, then passions ignited, if too big passions ignited). In my opinion the property part didn't play a role in the federalist text (though I think it was eluded to in the const. debates). The way to get around the local spirit is to have a large country that has the medium representative (representing 30,000) navigating between local spirit and far-away aloofness.

As much as Duterte speaks about federalism and creating new government centers in Clark Green City, his budget still earmarks billions to fund projects in Manila. This shows the priorities of the government.If we are to ensure a successful experiment in federalism, we have to build up institutions in other areas so that rather than having them depend on the federal funds to finance their budgetary requirements (utilities, transportation, urban planning, education, healthcare, police, etc), they can turn to themselves. Better yet, we have to build up local economies so that they can sustain themselves rather than depend on the federal government once federalism is applied.If we look at the United States as an example of successful federalism, it is because the economies of their states can be compared to countries:This means that they can pretty much set local policies because they have the funds to do so.A nightmare scenario is having a federal government implemented but having provinces depend on Manila anyway, which would undermine their supposed independence.Building up local institutions and economies, and creating greater efficiency in our bureaucracy would be a good step. Once we have succeeded in this huge undertaking, can we answer whether federalism is good for our country’s future.

he is referring to "the public good disregarded in the conflict of rival parties" (like democrats v republicans) with the party in power not respecting the minority party and being overbearing- creating distrust for public participation and lessening of our rights.

it is the nature of man- yes i think it does reflect today- people are just as polarized as ever- People still vote party line instead of each candidate on their merits

Many people had argued against the new Constitution claiming that the US would be too large to govern as a democracy (republic) and had too many groups, or “factions,” as political parties were then called. While Madison acknowledged that there were many differing factions, he also indicated that a democratic form of government, using the ideal of majority rule, would tame the factions and cause them to work together as much as possible. He claimed that the republican form of government created by the new Constitution would allow all the factions the room and venues to express themselves and to influence the workings of government by getting their members elected and/or appointed to offices. Minority groups would be protected because the factions would have to negotiate their differences. In this way, the republic would create a system of government in which the majority would rule but the ideas of the minority would have to be taken into consideration. Numerous factions would also mean that no one group would be able to take complete control of the government and this would give rise to what Madison called “politics,” namely, the art of governing.

In Federalist Paer #10 how does James Madison propose to deal with minority factions and majority factions?

Well lets start here

Our governments are too unstable, that the public good is disregarded in the conflicts of rival parties, and that measures are too often decided, not according to the rules of justice and the rights of the minor party, but by the superior force of an interested and overbearing majority.

He said there are 2 methods of curing the mischief of faction: One by removing its causes ; the other by controlling its effects.

So the closest thing to a recomendation is a statement that he made.

To secure the public good and private rights against the danger of such a faction, and at the same time preserve the spirit and the form of popular government, is the great object to which our inquiries are directed.

His belief is to secure the public good with private rights. Basically the Bill of rights that will be there for all citizens no matter what political faction is in charge.

Not sure if that helps. Just the way I saw it 20 years ago in my college History class.

For those saying do your own home work, that's ok I understand that, but he asked one question and it sounds like he was stuck on it. He will have to do more then what was given here, so try lightening up a bit.
