Ad hoc network Internet Sharing. "You don't have....privileges to do this"?

I am the administrator, only account. It says I dont have enough privileges to configure ICS (Internet Connection Services). I clicked the little windows help link. And, like always, it didn't help. It tells me to do stuff that doesn't even exist. This is what it tells me to do:

To enable ICS, on your host computer:

Click to open Network Connections.

Right-click the connection that you want to share, and then click Properties. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

Click the Sharing tab, and then select the Allow other network users to connect through this computer’s Internet connection check box.

Notes
The Sharing tab won't be available if you have only one network connection.

You can choose whether to select the Allow other network users to control or disable the shared Internet connection check box.

Problem is there is no "sharing" tab.
I am running Windows 7 Starter Edition on my NB205 Toshiba netbook.

You need to establish the internet connection on the Windows 7 machine (through the phone) first. Then you can set up internet connection sharing. Windows 7 has this built in. Just search "ICS" in Help and Support in the Start Menu. It explains how to set it up.

Note: The phone's internet will not be fast enough for you to play online games with your PS3. It has a lot of speed, but there is a long delay in the phone system which will cause laggy games. Also, much of what you can do on your PS3 will require a lot of data to be transfered. This means you will go through your data plan VERY quickly if you are able to stream Netflix or if you download any down-loadable content from the store. Be very careful!

Ad hoc network Internet Sharing. "You don't have enough privileges to do this"?

I've done this once when i newly upgraded my laptop to windows 7 ultimate. I run the windows update(Note that ad hoc was active and another laptop was connected with internet sharing active while I was updating) and when the update was finished, it asked to restart my laptop (the Host) so I restarted my laptop, but when it came back, it cannot share internet any longer. I've done the step by step of making ad hoc connections but when i click on "turn on internet connection sharing" thing the next one that appears is "you don't have enough privileges to configure internet connection sharing". I try checking on Local Area Connection properties>Sharing>"Allow other network users...." but when I go make adhoc again, the "turn on internet sharing" thing dis appears (The first time I do adhoc with w7 ultimate the turn on internet sharing thing was there and it was successfully made. I connected another laptop and it has internet access)... SO THE PROBLEM IS: How can i get rid of the "YOU DONT HAVE ENOUGH PRIVELEGES TO DO THIS" thing to make my internet sharing work again???

Limit Bandwidth to ad-hoc network...?

I have my main PC connected directly to the net. So as my kids can use there laptops I have set up an ad-hoc network, sharing my internet connection. The problem is that when they are "youtubing" my PC drags to do anything net related. How do I go about throttling the wifi USB dongle? I cant use a wifi router as I'm connected via a mobile internet dongle (no broadband where I live)...

Is it possible to put a password for an shared Internet connection on Mac?

If you are sharing a connection over ad-hoc network you can password protect the network in the sharing preference pane.
