The other answer described here for Windows 10 Pro [or other versions] is incorrect. You will NOT find the SMTP server option from the “Turn windows features on And off”.You can install xampp which has Mercury Mail Server ‘That has SMTP’ or you can install Free open source email server for Microsoft Windows hmailserver.Those are the two options I found would work since the SMTP feature is no longer included in Microsoft Windows 10.
