Will my provisional ballot vote count?

I currently attend school in another county than where I live. I re-registered near the end of september but never received a new voter registration card. I called the county office and they said they had my things and that I would be able to vote today. When I went to go vote they did not have my information and told me I would have to do a provisional ballot (which I have no clue what it is). When I finished they gave a slip of paper saying my vote may or may not count! It made me so angry, just like this whole election and politics in general. So will my vote count or not??

From Nov. 3-12 I won't be in my home state.

If you registered 2 years ago and haven't moved you are still registered.

I don't know where you live but go online to find your local polling place. This should be based on the address you registered under 2 years ago. The link below is a national list of polling places.

When you show up, if you are on the list, all is good. If you are not, ask what you can do.

What are the chances of a provisional ballot being counted in this election?

I do not know about other states, but in California, provisional ballots are cast when we are unable to determine if the person has the right to vote. It protects our voters from voting twice and it allows them the right to vote. Here are the reasons a provisional will not count:
1. Voter moved from one county to another and failed to register by the states deadline.
2. Voter was never registered in this state or county.
3. Voter has already cast a ballot for this election.

Only those three reasons will result in a provisional not being counted. All other provisionals will be counted.

In the State of California, can one use whiteout to change the ballot in early voting?

No, do not use white-out. Take your Vote-by-Mail ballot to the county elections office for a new one. You can likely vote right there if you want.The voting hardware varies a lot, but none of it connects to the internet. The ones in San Mateo County, California, for example, do not store the data in the party that the voter touches. It's stored in a control box sitting on the table with the ballot box. Not impossible to hack, but really hard.
