We bought a used renault clio,which has this flashing red light light on its instrument panel?

The red light on the instruement panel should only flash when the engine is switched off. If it flashes when the ignition is turned on the system does not recognise the key or the key is faulty.
Depending on the age of the car, there is a receiver for the remote locking located in the trim by the interior light (usually on cars before 2000) it may have got wet, as the aerial bases have a habit of leaking water into the car.
Also the optical eye on the key had a habit of coming unsoldered from the circuit board in the key itself.

On cars after 2000 the button that operates the remote has a habit of coming off the circuit board in the key, this can be re-soldered on to the board.

Otherwise the key itself may just be faulty and requires replacing.

Why is a red light flashing on my audio system when the car is turned off?

My car does that when the factory security arms itself. As a test, lock your doors and roll your windows down with the key in the ignition. Take the key out of ignition and wait for the red light to come on. (You may need to do this with the car on or at least in auxiliary power). Once the red light comes on try to manually unlock your door with the door button or open with the handle. This should trigger the horn on the car alarm - so expect your car to make a show.Your car is now thinking that someone just broke the window and is now trying to open the door to steal the car. Pretty cool.
