Tap it and check your notification settings. Also check to make sure Do Not Disturb is not turned on. (It is really easy to accidentally turn it on in Control Center). You can tell if Do Not Disturb is on if there is a moon at the top of the iPhone screen next to the location, bluetooth, and battery indicators.If none of that works, you could try doing a Factory Restore.That’s about all you can do short of taking it to an Apple Store or buying a new phone. For an example my laptop has EST time zone settings, so for all my Indian resident friends birthday notification came to me at noon instead of 12:00 AM. The most likely reason is due to the push messaging protocol (known now as Google Cloud Messaging). On Android with GCM Google servers will batch notifications either 2m or 3m intervals (I can't remember what we settled on).
