Tap it and check your notification settings. Also check to make sure Do Not Disturb is not turned on. (It is really easy to accidentally turn it on in Control Center). You can tell if Do Not Disturb is on if there is a moon at the top of the iPhone screen next to the location, bluetooth, and battery indicators.If none of that works, you could try doing a Factory Restore.That’s about all you can do short of taking it to an Apple Store or buying a new phone. (Hey, it’s an iPhone 4 — maybe its time.)

It depend in what time zone you are living or most important your desktop/Laptop has the time zone setting. For an example my laptop has EST time zone settings, so for all my Indian resident friends birthday notification came to me at noon instead of 12:00 AM. Why are notifications on my Android device slower than my iOS device?
The most likely reason is due to the push messaging protocol (known now as Google Cloud Messaging). On Android with GCM Google servers will batch notifications either 2m or 3m intervals (I can't remember what we settled on). What this means is if there was a notification that was just pushed to your device, and you get a new email, Google's servers could delay that notification for a few minutes inorder to batch other incoming notifications.This is done as a power optimization.Other possible reasons: Wifi enters a low power state (with degraded performance) when the screen is off on some devices, Galaxy Nexus happens to be one of them. Most likely its just GCM doing its job trying to save your battery.

After the video is published, fully rendered, YouTube must be queuing the notifications.
