To be perfectly honest, and not to put a damper on your life plans, I've seen numerous talented artists write that they found their university art education and their art degree to be a huge waste of time and money because it didn't teach them anything they didn't already know or anything useful, and their skills and talent were built by years of practice through endlessly making artwork. Every artist who I ever saw answer the question of, "how do I improve my artwork?," gave the answer of, "Practice, practice, practice."

You hit a "nerve" with that question.My personal belief is:  If you want a career in studio art you do Not get a bachelors degree.   You do it the "Old Fashion Way".   You work as an apprentice.   You make just enough to live on, and learn the art from the ground up, by working with the masters.  If you need some basic college courses for "survival", then take some at a community college.Other than that.......................In the USA there is one (that I am aware of) public college of art:Massachusetts College of Art, and it has a reasonable program.Many of the art museums around the country have an art college attached to the museum:  for example  School of the Museum of Fine Arts  for Boston.

What are some cheap art colleges in the US?

You want a pure art school, then? Because some top ranked art programs are found at broad universities, and it's sometimes the case that a broad university can offer better financial aid than an art school can. It may be worth thinking about, because for example, Rutgers New Brunswick has a respected art school, and it's your state school, so for you, it's a relative bargain.

In general, pure art schools tend to have high sticker prices, and as I said, they aren't always able to offer as much non-loan financial aid as a broad uni can. But there are a couple of pure art schools that are well worth looking at, and which have lower price tags than most. The first is Mass Art, in Boston. It's a public school - a state school - so may be less expensive than many private art schools even if you're from out of state. Another is the Fashion Institute of Technology, in NYC. That's actually a SUNY, and even if you're from NJ, is a relative bargain. Finally, there is the Cooper Union, in NYC. If you can get into CU - big IF, because admissions are hugely competitive - it's tuition free. You still need to pay for your living expenses, but tuition is free.

An additional option is the Westchester Arts Workshop in White Plains. It's a pure art school, but only grants associates degrees - you'd need to transfer to complete your bachelors. The advantage is that it's a community college, and thus is relatively cheap, even if you aren't from NY State. It's part of Westchester Community College.

In addition, do apply to the pure art schools that you like, even if their sticker price is high. Don't necessarily rule out those more expensive schools just yet. But also do as you're thinking - *also* apply to some less expensive schools. See where you get in, see what the cost to you will be (how much in loans will you need to take out), and then decide.

My nephew majored in art history at Cornell. He recently graduated and had two grad fellowship offers, one in Heidelberg that he is pursuing now, and the other at the Courtauld that he will pursue next year. I don't know the research areas there, but there is a museum on campus with a large Asian art collection so guessing that is at least one. My nephew worked at the museum during his time in college and even assistant curated an exhibit there. He did a term abroad at the Courtauld while a junior and his summer internship after graduation was at the Met in NYC, so seems likely he will either pursue a PhD and go into academia or else keep working in the museum world.

There are numerous colleges in US which offer different courses in geography. Which PhD programs at which schools (US or globally) do NOT require GRE or GMAT?

This question is too broad. You need to narrow it down to a field at least. Most fine arts programs or fine arts studies programs do not require the GRE, most science programs will. Beyond that, you will need to narrow it down to a field and then look at specific programs at specific schools. Not all programs in a school will require it. For example, NYU Tisch generally doesn't require it. Other programs at NYU will. You need to start by doing some research to see what you actually want to do, but if you have any desire to go into science you will probably need to take the GRE or the GMAT. I'm speaking from the perspective of the United States. Keep in mind that other answers about other countries will differ.
