The system you propose is called range voting. The simplest answer to your concern about your ballot with a 5–8 range being “drowned out” by ballots with the full 0–10 range is that you should not vote ballots with a 5–8 range. If you think all of the available candidates are “meh” but still wish to express your preferences between them, then you should renormalize your ballot to span the full range. This isn’t insincere. There’s no “absolute” meaning for 0 and 10 to begin with: you should think of them as representing the worst/best of the available options.
