Your husband's orders should say if it is an accompanied or unaccompanied tour. If it is for a one year tour then it is unaccompanied. He is going to have to find out if he is eligible for an accompanied tour. Even if it is unaccompanied , you can still get your own visa and apartment off base but you will not be covered the Status of Forces Agreement (SOFA) or authorized to move personal property. My husband and I went there last year and we had a great time! If you're going in the summer there are lots of great beaches where you can take your kids. If you decide to go without kids there are a lot of nice wineries where you can do tastings and go on tours. There is also a really cute little downtown area where you can do some shopping or go out to eat. I think renting a cottage is the best idea for a family vacation. They also have some events such as the cherry festival in July. It's fun to go during an event but you must book early because it gets really crowded! Oh and FYI my in-laws rent a cottage in Ludington every summer and we have a great time there too :) Good luck and have fun!
