How to design an editor's page for a magazine?

okay for the editor's page the editor has to write a little "letter" or a long one, its all up to the person and space i guess. in this note they kinda talk about what is in the magazine for that issue or they talk about one specific thing in the issue (i.e. if its the "hair issue" they talk about hair, or if there is an article about going green maybe they talk about how they have been trying to go green, etc.)
also on the page somewhere you should have some of the pictures that are throughout the magazine and tell what page you'll find it on (and have little captions explaining what it is and what article it goes with). and of course by the editor's note should be a picture of the editor.

I do role playing on websites and I am going out to buy a Photoshop program IN TOWN at Staples, or a Walmart maybe, or Best Buy?
I am also going to use it in future job's for Graphic Design.

I need to know what is the BEST to get, or what I can get around at stores.

If you're asking about phone apps then I am more well-versed in that area, however if you're looking for PC Software then I have no clue whatsoever.But here it goes:VSCO CamThis one is free of cost and you can edit it however you like. It has many options if you know how to use it thoroughly, and it has a dashboard where you can sign up and get inspired by other talented people as well. And of course you can purchase effects if you wish but there are free ones as well. And also if you use social media apps like Instagram then it will show you how your feed will look like if you're hyped about those kinda stuff.AviaryThis app will give you pretty basic effects but personally I like to go through this app and make a few quick adjustments before I head over to VSCO cam. It also has blemish clearing effects where you can simply remove spots on your face or scars with one touch plus, memes, stickers and frames.MoldivThis app is a very good collage-maker. I personally use this for every single collage that I plan on making. Plus, there are customized ones as well like magazines, etc.After focusIf you feel the need to blur out your background, then this app is the best. I've been in to photography for more than 3 years now. I own a Canon 1300D entry level DSLR camera.I use the following android apps for photo editing.Snapseed.This is the app I use most of the time. What is the best photo editing software?

I'm sure you're going to get a lot of people on here telling you that Photoshop is tops- and I totally agree! Now that I am into photography I find that having a good photo editing program is essential, and Photoshop hasn't let me down yet. And don't let the stores suck you in to buying the $700 CS2 version, because 1) it's veery expensive 2) it does most of the same things as the "less advanced" versions 3) it is very difficult to learn how to use. As for myself, I like Photoshop 4.0. They have a 5.0 out now, which would probably be a bit better, but I haven't looked into it so I don't know what is different about it. If you go that route you will be looking at spending about $100 or slightly more. It's definitely worth it to have, and it has so many capabilities. You'll be blown away! If you're new to using Photoshop, you'll definitely want to go through their tutorials and maybe find some others online that can help you achieve a certain effect that you're going for.
