Power banks are really batteries. After high profile issues relating to batteries shipped on aircraft, a policy was put in place to ban shipping batteries as cargo in aircraft. Baggage compartment is part of the cargo hold, thus the ban applies to checked baggage as well.It does not apply to carry-on bags, because they are carried in the passenger compartment, and presumably there will be no more than one in a bag, and thus pose minimal danger. Is laptop allowed in check in baggage?
Depending on the airline you may need to remove the lithium battery before checking a laptop. However I would never check a laptop due to high incidence of theft and airlines have liability limits for valuables in checked luggage. So a cheap chromebook, sure. A high end laptop with valuable business data, NEVER. I always travel with my laptop in my under the seat carryon.
