Good enough to deliver the FPS you want at the resolution you want in the games you want to play. The performance of the machine is measured relative to the task it's asked to perform. 1080p gamers are after different hardware than 1440p gamers who find a different sweet spot than 4K gamers.... and that's just on resolution. You can play League of Legends on very modest hardware at a highly competitive level... just don't bring your rig to Star Citizen and expect to get far!There are sweet spots to target, and those targets are always moving. I deliver client rigs on budgets between $750 and $3,000 and they're all "good for gaming." At the end of the day though, it all comes down to "Good enough to do what you want it to do." In today's world that might mean an Athlon X4 860K with an R9-280X (the one I built around 4th of July is turning out 1080P gaming on ultra....) It might mean an i7-4790K paired with an AMD R9-295x2 like the one I did earlier this year (drives multi-monitor really nicely.) I've got a GTX 970 with an i7-5960X on my desk at home... I haven't seen it stutter once in Diablo 3! It just depends what you're trying to achieve. There are lots of ways to achieve 'good' but what good means to you, and what games you want to play... these things introduce a lot of variation into the mix.

With specs like that, and with the games you listed, you can probably have a computer able to do all that for 400 bucks. Try and get a computer after the 22nd, because Windows 7 will be what's installed on the computers and it runs much better on lesser hardware. For those games you could actually play them all with 1 GB of RAM on a single core processor, but considering how nowadays computers tend to come with 2 GBs standard, you can get away with a budget computer and just buy an off the shelf graphics card to throw in there. That being said, if you want a computer that will be able to run newer stuff with good to high settings for awhile, you can build your own computer. I currently have a system that has a Duel Core processor (Intel Pentium 5200's are only something like 80 bucks), 4 Gigs of RAM, a NVIDIA GTS 250 graphics card, a Terabyte HDD, and an ASUS motherboard that I bought for something like 470 dollars. Add an extra 100 for the case, and if you have a monitor already you can use that. That rig that I have runs games like Left 4 Dead and Team Fortress 2 (both games that use the same Source Engine as CS: Source) on max settings.

with 7mbps...Hmmm, i think you should be good. I play Arma II with 10mbps (my lowest speed) and i don't get any lag. I think you will be fine. The server distance might affect you, though. Especially when playing battlefield.
