The state of California states that no one legally possess a any exotic animal as a pet even if they are purchased from a USDA breeder or even with a permit.

Californians cannot even have a pet gerbils! California legislators stated that should the rodents escape or be released that they may begin breeding. The climate of Southern California is similar to the desert habitat of gerbils. Already there are breeding colonies of feral gerbils in California that could impact the environment and harm native species. This essentially is what they are saying that any exotic pets in the state if they accidentally escape will destroy native wildlife and habitat.

California is, if you are an exotic animal collector, probably the worst place to live if you want to have one of these animals as pets.

Why hasn't South America been attacked by Al-Qaeda/ISIS?

I think this have multiple answers:First, Latin America lacks any conflict with countries from other regions of the world, excepting for the UK (Malvinas), and that’s mostly a low-intensity conflict. Why? Well, there’s tons of reasons about it (and why Latin America is by far the region with less interstate wars in the last century), but that’s no point of this answer. So, this no problematic region in global politics (in military terms) also have a common history of colonialism with the middle east. There’s no global colonial power or imperial power in latin America, we lack big oil companies in the M. East or participation in the wars of the region, so, why cares about Latin America?Second, even though Latin America is an strategic region in terms of natural resources, its not in terms of geographic location, excepting for Mexico. We are not the pivot of the global commerce between Europe-Africa and Asia or a good place to launch military attacks in others global powers (with the exception of the US, of course). So we are not a key region to target, at all. Just if the DAESH or another fundamentalist group finds a way to go into Mexico and attack the US, we may get any relevance, but that wouldn’t be much bright, if you want to attack the US with a terrorist attack, you point the US, as 2001 shows.Third, we are poor region (not the poorer, but poor enough to not care about us), and we are far from the middle east. If you want to make an spectacular terrorist attack to make the europeans/us feel fear, you attack Paris or another rich place. It’s the psychological bias here that’s plays in Latin America’s favour.Fourth and last: We don’t have many muslims, and the arabs and turks descendants that we have, are mostly christian and are not segregated in ghettos like in Paris. Chile has the largest palestinian community outside of the Arab world and we lack any “palestinian ghetto”, the same in Colombian with the lebanese, Brazil with lots of different arabs ethnicities and so on.Of course, there’s more reasons, and I think this may be one:That’s the states that recognize the state of Palestine. Latin Americans? All of us excepting for Panamá, Colombia and Mexico.
