What moral justification is there for American conservatism, especially the type promoted and practiced by the Tea Party, Rand Paul, Scott Walker, and Rick Scott?

It seems to be rooted in the Calvinist doctrine of Predestination. According to that doctrine, nobody could say for certain whether they were going to heaven or not, even if they were the most devout and observant Christian and never engaged in any of the obvious sins. Who went to heaven was God's decision: one decided before the individual was even born. However, there were hints that God favored some people more than others and thereby consider them "among the elect." The biggest of these was material success, which many came to see  as an outward mark of inner virtue, in contrast to the attitude towards wealth found in the New Testament, with its talk of camels and needles. By this same measure, the poor were considered lazy and unworthy--an attitude that pervades American right wing discourse today. So the calls for charity towards them in the New Testament could also be ignored or dismissed as 'encouraging beggary.' And rewarding the rich (those marked as virtuous by God ) while punishing the poor (clearly lacking in signs of God's favor) became the new moral framework. Ironically, in the 19th Century this idea was expressed in a secular, pseudo-scientific context in the writings of Social Darwinists like Herbert Spencer. The rich were more evolutionarily fit and the poor could be allowed to die off from their ignorance and want. Today we see it in the lines drawn between 'makers' and 'takers,' 'freeloaders' and 'job creators,' 'the 47%' and 'the most productive citizens.' It's such an old and pervasive world view that many people have a hard time thinking any other is possible.

Is the problem in the US now that those who vote for a living outnumber those who work for a living?

It will quickly bankrupt this nation. Far too many people jumped into the back of the cart and now there are fewer and few people left who are still willing to pull them from the front of it. Democrats and Neocons have destroyed this nation with BOTH corporate and entitlement welfare. It is a disaster and the cliff we are rushing headlong towards is financial ruin.

The American dream is ending in a shocking and tragic nightmare.
