Why haven't we heard of Russian or Chinese involved massive leaking of their countries' classified information?

It contains names of thousands of drug users, HIV patients, and those who’ve been rescued after suicide attempts by medics.Leakage of the national HIV database would’ve caused a shitstorm of an unprecedented scale in the States and EU, but with lack of free press and any accountability such cases are scarcely reported and never investigated.
