At What Point Can We Say It

What can we say about the point at which second derivative is 0 and also the sign remains same in the neighbourhood of that point?

When the curve is rising towards a maxima , dy/dx keeps changing— the change (denoted by d2y/dx2) getting smaller and smaller .at maxima dy/dx = 0. thereafter curve starts falling , so dy/dx keeps changing but the change(d2y/dx2) getting bigger and bigger .The role of d2y/dx2 is reversed in case of minima at the point .But sometimes at the point in question , dy/dx remains constant in a small neighbourhood of the point and hence d2y/dx2 becomes zero in that neighbourhood . Curve either keeps rising on both sides of the neighborhood or keeps falling on both sides of the neighbourhood .

At which point can I say that I am fluent in a language?

This depends on your personal goals; the idea of fluency varies from one person to another. For some people, fluency simply means they can communicate/express any thought and understand most of what is said to them, regardless of their grammar, accent, etc.  Then for some people, fluency means that they are able to express any thought effortlessly, with a good accent and nearly perfect grammar, and understand everything that is said to them.Then there are people who feel that fluency means that you speak the other language just as well as, or almost as well as, your native language.  So it's best to think of fluency in terms of levels.  I would say that based on the details of your question, you more than likely speak English fluently.  If you can easily understand TED talks and read books, you must understand English fairly well.  Even if you occasionally make mistakes when speaking, I would still consider you fluent. Speaking is often the hardest part of learning a language.  So as long as you can communicate any idea, I would say that you're fluent.  I'm a native speaker of American English, and there are some regional accents of Scotland and Britain that I really have to pay attention to, in order to understand.  However, I'm sure if I spent time in one of those areas, I would begin to understand things more easily.  Thus, you should probably spend more time interacting with Australians in less formal situations. When it comes to the newscasts, newspapers, TED talks, etc., the English is intentionally spoken clearly; they speak at a moderate rate, and they do not mumble, use slang, or many idioms.  So while those are great ways to maintain your English, you also have to spend time around colloquial Australian English.  Once you start to do that, you'll have less and less difficulty understanding people.

At what point can we say a rural area is developed?

When basic needs are fulfilled by everyone, while making a living in that area. Lets say that the total income of that village is equal to the spending then there will be no growth. but if every person who earn gets to enough money to take care of basic need and still save a small amount for future will show growth.

Until what time do you say "Good Morning"?

I run my own business, but also answer phones alot. What i find funny is how often i have been corrected at 11:45 for saying good afternoon. I always hear, not quite yet! ha! I'm like... ok.. good morning then.

Now, i just wait until it's fully 12 before i say it. We have a very large client base and i've heard it from over 100 people in the last few years.

But if i heard someone say it between 11:30 and 12 i would think nothing of it, but i think 11 to 11:30 is a bit early. But that's me. I've never corrected anyone though.

We can. You are at precisely that point. So am I. Yes, it's a bit of a mind-twister. It's an over simplification, but think of the universe as the inside of a sphere. It all started at a single point and space itself has been expanding ever since. Therefore, all of the distant structures appear to be moving away from us at the same rate as though we are at the center. The same would be true from any other location in the universe. So, next time someone says you act like you're the center of everything you can tell them it is because you are.Try researching terms like Comological Principle, Homogeneity, and Isotropy.

At what point can you call yourself a "scientist" ?

At what point can one with scientific interests consider themselves a "scientist" ?

Is it as soon as you start to do science assignments (already with scientific interests) like in the third grade, how about high school? In college, can one working on their associate of science degree state that they are a "scientists" or is it not until they get their degree and actually do research/work within a science field ( like working with USGS, NOAA or whatever?)

At what point is it acceptable to socially establish yourself as a scientist?

At what point can one call themselves an artist?

At whatever point one likes. Many people call themselves artists without putting the slightest effort into learning their craft. Sadly, the advent of the computer has deluded a whole generation of people into considering themselves artists because they can turn a knob, press a button and create 3D figures, a fractally-generated landscapes, or a Photoshop painting.Nevertheless, they are still artists.Others are reluctant to call themselves artists at all, and believe it or not, because they won’t, they’re not. I have a friend who is a brilliant woodcarver and turner; he would never call himself an artist. He’s proud to call himself an artisan, however, and if I had to choose between one label and the other, I’d be prouder to be called a great craftsman than a great artist.
