Is there an app where you can make calls without needing to use your actual data plan minutes? Let's say I don't have minutes on my smartphone, I just have Internet. Is there an app where I can make free Internet calls and have unlimited free texting? An app that doesn't "require" wifi to make the calls, just makes it over the Internet but "can" make it over wifi.
