Will buying an Xbox One or PlayStation 4 from the USA work internationally?
It will work just fine, the system isn't region locked and neither are most games. You will only face problems in reclaiming warranty (if the situation arises). One other thing is that in the US the power rating is different than from the one in India. That may prove to be a hindrance if the power adapter inbuilt with the system doesn't work with the power supply in India, just confirm this before buying.

I'm trying to surprise my gamer hubby with a ps4. He already has an xbox. I don't want to spend more then about 500. You can already. You need to make a completely new user profile, and when setting up a new Nintendo account, just pick United Kingdom as your country, and set your console’s region to Europe. If Lebanon allows Internet connections to the UK, it should work, because I can use Japan and the UK’s eShop in the United States.

Should I buy a PS4 or a pre-built gaming PC?

It would definitely work in India and you don't have to apply any voltage regulators or adapters as it is fitted with an universal adapter which allows you to play games with any voltage. All you need would be a plug converter which costs around 10–20 rs. The only problem you would face is the warranty as PS4 has regional warranty and it is not available outside that region i,e warranty for PS4 bought in USA would be applicable only in USA. You would need an external or universal warranty card which is bit expensive. But if you have no issues regarding warranty then there's no problem. Another little problem is that games banned in USA could not be played on that console but there are hardly any game which is ban in USA , so that's not a big deal , even I also have a PS4 imported from USA but it's working great. Then, the corruption started in this domain till 2010 when Gebran Bassil with some experts, re-designed the entire infrastructure, but it still not totally applied. Why ? Because some of political problems (and of course, more corruption).Now their is some Lebanese area that have 100% electricity with no outages like:Mashghara (West Bekaa);Zahle district (EDZ);Byblos is on the way of privatization in this domain.Just rent a house in Zahle and you need about 50 minutes from Zahle to Beirut for your work (really, some people did that and moved to Zahle). And it is beautiful city and the district is quit safe and secure (I live their).Now the solution of this sector isto use our water and wind sources to produce electricity;Start exploring our sea and get the gas out and use it for production;Or just let the private sector do the job.
