It's hard to go wrong with an iPad and they do have the best apps, but you will pay dearly for the privilege. Also, it sounds like you want to be able to create a separate profile for your brother, to keep him out of your stuff or away from things like social media apps that might be inappropriate. The iPad can't do that. You might consider the Nexus 7. It's quite a bit cheaper and more portable (read smaller) but still has a powerful processor and a great screen. You can create separate profiles for different users and restrict access to different apps and content. The Google Play Store has lots of good apps and while there aren't as many outstanding tablet apps, the ones that are there are usually more reasonably priced than in the Apple App Store.

Best at what? You need to answer that first. Best at multi-tasking? Best at games? Best at battery life? I hate apple, but went with the 3G iPad 2. Why? Simply because the apple app store is better than androids. Androids may have better hardware and are less restrictive, but I want to have the apple apps which there are more of and better quality. Also, since apple has horded the market, there are literally tons of accessories for anything you can imagine. Try finding even one clock radio ready made to dock a single android tablet. There are even waterproof iPad 2 cases from life proof in the works. I doubt one will ever exist for an android. The reason is simple: there are too many androids. There's just a few iPads and iPhones, and almost everyone has em...so it's more profitable for companies to make accessories for them. When androids app store catches up, I'll no doubt switch, but until then it's just easier and makes more sense to go with apple. Also, if you jailbreak the iPad 2 ( not possible on new firmware yet) you can do a almost anything. Including using external hard drives in a way. you can also enable backgrounder which is better multitasking. The iswift browser also enables flash websites on the ipad, although slightly laggy. I've tried it on Facebook games and flash sites like 2advanced.com and it works. The reason iPads don't do flash is not because they can't, it's because Steve jobs won't allow it. Hate that guy... Anyway, bottom line is what you're looking for. You can do pretty much anything on any of them, though I do recommend a high end android like the galaxy tab or xoom if you go that route. Something with dual core. But there is no such thing as best overall tablet. iPad 2 for apps and games and accessories, android for flash and speed and multitasking. So far though, I don't miss anything my old android had to offer aside from live wallpapers...but that's not a big deal. Another thing, about 3G carriers: if you're able to import a tablet from Europe, say through amazons UK site, it should be unlocked. This means you can use it with any carrier, world wide. I bought my iPad 2 in the uk, via us military sales so it was the same price and unlocked. Normally, UK models will cost more because of taxes, but it may be worth it for you if you travel a lot or just want to be able to change carriers.
