Birth Certificate from Maryland problems?

For anyone who was born in Maryland and was attempting to apply for a passport, has anyone had this problem before?

The certificate of birth from Maryland says at the top "This is a birth notice. This is NOT a birth certificate". The document is the size of a small, long envelope, and it has a yellowish color. I've asked my Mom if this would qualify as a birth certificate and she said she had no problems with it.

However, when trying to apply for a passport, I received a letter from the U.S. department of state 2 weeks later saying my birth certificate isn't valid because it doesn't have my parent's names on it. It does but I assumed it is because they are not in the usual place as a ''real'' birth certificate would. My mom's name is in the yellow documented part while my father's is at the very bottom in the white part.

My two choices given to fix this problem have been either to mail a letter explaining to them that my parent's names are on there or to just buy another one that is ''passport certified''. Since I'm in a crunch for time I will have to buy it.

Is this situation common for those who have certificates of birth from Maryland? Does anyone have suggestions to what I can do with this situation so there won't be any future trouble? All (POLITE) suggestions, advice, and/or comments are welcome!! :)

Is there a problem is i have 2 different birth certificates from 2 countries?

wrong mamour
it is ok to have two birth certificates
the US one is to prove that you are american national by birth but the Mexican one is to prove you
are mexican by blood and descent while your parents are mexican and you are mexican whenever you were born except if you give it up.,
in another word you are mexican born in foreign country which became american by birth .
so logical to have 2 birth certificates.

i was born in KSA and i have saudi birth certificate and i have Egyptian birth certificate because my parents are Egyptian.

Problem with birth certificate/ NSO Philippines?

It's not exactly what my case is but try to analyze mine and see if this will work for your brothers case,
When I was about to get married to my now-husband (American citizen) I used the "Late registration Birth certificate" that my mother obtained when I was enrolling in college back 1998. Reason we have late registration is because the City Hall where my original birth certificate is was burnt (so they can't give me original copy and when they look at database I have no existing birth cert,)
Fast track to February 2007, since I am getting married I went to local NSO office to obtain copy of my birth certificate, and yes it shows the "authenticated late Registration" copy from 1998. It was Around middle of April 2007, I was staying in Manila and have to finally file I-130 so I decided to go to NSO Main office in Manila, to my surprise my Original birth certificate showed up in their system so there are complications between my Original and Late one-- Time of birth, Doctor's name, and Municipality where I was born because back in 1998 my mother registered me at our town not in the original city where I was born because for a late registration to go through there should be folks who knows you so practically I am unknown in that city where I was born so I have to be registered in the municipality where I lived and stay my whole life.
Well, to make the long story short, like your brother I have 2 existing birth certificate with complicating/contradicting facts but then since I used the Late registration birth certificate with all of my application with USCIS, there were no problem at all as long as it was" authenticated copy from NSO". I had been successfully petitioned and issued with Greencard now.
It means if NSO authenticate both, I guess it's NSO's fault and your brother just had to chose which he will permanently use.

My birth certificate is folded and creased..?

I am traveling to Mexico in December on a closed loop trip, which means i dont need an Enhanced Drivers License or Passport to get back into the state. However, back in 2004 i was doing alot of traveling into Canada and my birth certificate is folded and creased.

Will this present a problem in crossing the border? i am afraid they will not treat it like an official document, although i did not have problems crossing the canadian border back then.

HELP! only like 7 weeks left!
