California Baptist University is it a good university or a fake?

It's not fake, it's real, but there are a lot better universities, both religious and secular than Cal Baptist. Cal Baptist is conservative fundamentalist Christian for one denomination, SoCal Baptist. If you don't follow their dogma, you're gonna have a bad time there. I would suggest Westmont or Biola, if you really are intent on going to a Christian college, because at least they are non-denominational. Health and science in the secular world are in much conflict with the conservative Christian religious viewpoint, and this could affect your career choices after graduation. Basically, your choice of college is putting you on the side of one camp or the other, whether you agree with the viewpoint or not. Picking a conservative religious college will put your health and science credibility in doubt in the secular world - so working in non-religious medical institutions may be difficult. They will be a lot more expensive than a state subsidized Cal State University.

Can I get into ANY California State University with a 2.7gpa and 1570 sat?

Your 2.7 GPA is just too low. The positive answer you need to hear is that apprenticeships are available to you.

Students with less than ~3.0 GPA do not belong in a 4yr college, and you're unlikely to reverse that in Community College.
However, 4yr apprenticeship in some decent trade will result in a valuable and portable qualification.
I see job ads for Machinists and Aircraft Mechanics (A&Ps) all the time. I don't see ads for Sociology grads.

"Cal State Dominguez Hills is more competitive for admission but does still take around 58%.

This is an example of why students with no insight should not be giving advice:
Cal State–Dominguez Hills fails almost 70% of its students. This includes people who came in with 4.0 and 2.7. The ugly truth is students with less than 3.0 GPA are at ENORMOUS disadvantage in any real college. At least 80%~90% of sub-3.0 students at Dominguez Hills fail or give up. Of those who do manage to stagger through to a degree, most of them graduate in soft and non-marketable Majors.

So the choice is yours: Do you want to risk a prohibitive 80%~90% chance of failure at Dominguez Hills or other inferior college (or emerge with a worthless degree), or do you want to build a good life with an apprenticeship or other vocational qualification, and maybe go to college later in life when you're more likely to succeed?

What is the difference between UC and CSU universities in california?

The UCs are the research universities in California. That means that they are better funded, support graduate education, and tend to hire more renowned faculty within their fields. They may have professional schools, such as medical or law schools associated with them. On the negative side, you are more likely to have a lot of your teaching done by graduate student TAs, rather than by the professor him/herself. Your degree from a UC would have more prestige, and especially if you are in the physical sciences, you would have better lab facilities and more opportunities to be involved in research earlier in your education.

The CSUs are the teaching institutions in the state. You are more likely to be taught by the professor, but the professor won't have the "name" of the ones at UCs. Faculty at CSUs spend more of their time teaching, and less doing research. The system was originally designed for undergraduates only, but in more recent years has offered master's degrees and is now offering a very few, limited, doctorates in education (as far as I know, there aren't any doctorates in other fields at the CSUs).

In general, the CSUs are fine for fields like teaching in which prestige does not play much of a part. If you want to go on to medical school, get a wall street job, or something like that, you would be better off at a UC. The disadvantage is that the UCs are quite a bit more expensive than are the CSUs.
