Also around 90% of people have depressed navels so it may be a bit more difficult to encounter a protruded one.

To answer your question, it has nothing to do with gender, belly buttons are essentially scars, they're not predetermined by genetics, it is where your umbilical cord was attached, when some extra skin from the umbilical cord is left, the result is a protruded navel "outie" :)

When you start comparing anatomical issues between humans, there are some characteristics that would seem to be favorable to development, or social ascendancy, over others less prone to be taken as such. Unless it is an anatomical deviation from the standard, deriving in malformations etc., there is no specifically designated better organ appearance than others. So it’s ok to have an outie….if you don’t like it, you can have it operated and reduced to a “better looking umbilical scar”.
