The answer is the same as your other question. You can't get a phone on cap because you don't meet the requirements for it (proof of stable financial situation, residency requirements etc etc). A plan is essentially a form of credit and if they are not satisfied they do have the right to refuse to grant a plan. You could get a prepaid mobile and use a prepay cap, which has the advantage of giving you much the same functionality as the plan but without the contract, so if you no longer want the prepay cap you will not get stung for an early exit fee as you would on a contract. You will need a form of identification (preferably photographic ID such as a passport/driver's license) to purchase a prepaid mobile, that's a requirement laid down by the Australian Communications and Media Authority.

I have tried everything to get an unlock code to unlock my Fly SL600 which is locked to vodafone! Any suggestions?? All unlocking sites do not unlock fly for you and all market stalls say they dont have the software.. Would vodafone? Does Vodafone themselves (the shop) unlock the phone for you.. like if i brung it in and asked them to unlock it would they do it? Plz help!

Yes, as long as the iPad is the Cellular version. Keep in mind, the SIM identifies the line on your mobile account so if you have features that aren’t supported on a tablet they won’t work, or in some cases the device won’t work at all without calling the carrier and associating the device ID (IMEI) with the SIM card (ICCID). Swapping between like devices (phone to phone, tablet to tablet) is pretty seamless but phone to tablet can be problematic.With regards to calls, I am sure there are jailbreak apps that probably support this functionality via a pseudo VOIP but the OEM experience with an iPad will always use the iPhone to make calls via FaceTime.Good Luck.
