If you are like 25 years old or less, yes, that would be normal to use tu even with people you don’t know : they are peers, they are equals, they are young... If they were already your friend, whatever your age, I really don’t see why you would not tell them tu.You would say vous with people that are not so well acquainted with you. For example, you met a person when traveling, you are affectionate yet not really close friends either, you might rather say vous. You invite a teacher of yours, you would usually say vous. You invite your mother-in-law, unless you got familiar with her and really became part of her family, you would start with vous.That’s hard to explain every nuance of that.
