Awesome question!Let's break it down in smaller pieces.You say, you want to build a photo editing app. That's like a tool, that enables the user to use a smartphone-made picture and edit it. There's a wide variety of editing options: apply filters like Instagram, or enhance the appearance of the photo, crop it, add text and other elements, and so on.Most of those photo manipulations are pixel-based, so you'd need access to the pixels of a picture. You can do that on iOS with Core Graphics, see this StackOverflow question on that: https://stackoverflow.com/questi....Regardless of which programming language you use, in order to manipulate pixel-based graphics you need an understanding of Image processing. That involves matrices and color corrections, and a sense of design.You probably already know that iOS apps are generally written in Swift or Objective-C, and Android apps are written in Java. Both platforms have a wide variety of SDK's to work with, they're very well documented.I think the greatest difficulty that will appear isn't learning one of these languages, but working with the image data itself. Image processing is a whole art and science on it's own, and it's terribly mathematical. Not really artistic or shiny, as you might think.On another note: did you count how many image authoring and editing tools are already available on mobile? Or, if a smartphone or tablet is a good device for doing such things? If you're approaching this as a learning project, go for it.
