The landlord has obviously made some alterations to the property with the proper plans being submitted and permits being pulled and nothing you can do is going to force him to come clean with you and give you your own separate (non tapped) utilities. If you are set on staying then you can file complaints with your local building department and your local code enforcement department. If he has converted a legal duplex into an illegal 4 unit apartment building then both of those departments can issue notices of violation and orders to correct. Now keep in mind, if they order the landlord to correct the situation, he/she may have to convert everything back to its original condition, which could affect your living situation. For example, he/she may have to turn off the electrical for an extended period of time while the entire house is re-wired, and the gas lines corrected. And for you that would mean having no gas and/or electrical for extended periods, which is in itself a health and safety code violation. So its up to you what you want to do. Personally, I would file the complaints, wait until the local inspectors slapped some paperwork on the property, then I would move.
