While all Embassies have more or less the same system, I will limit my answer to Indian Embassies abroad.Indian Embassies have two kinds of officials: (i) India-Based: All those who come from India to work in the Embassy for about 2 to 4 years (ii) Local Staff: Those who are employed locally.Amongst the India-Based, we have mainly those who are from the Ministry of External Affairs (MEA) of India, including Indian Foreign Service (IFS) Officers. The Ambassador is rarely not from the IFS. I think, presently we have only two Ambassadors who are from other Services. To be in the IFS, you need to pass the UPSC CSE for which minimum qualification is graduation. Amongst those from MEA, we also have Interpreters, Assistants and Secretarial staff, who come through Assistant Grade Exam of SSC etc. For these exams, too, the minimum qualification is graduation (except for Secretarial staff). We also have officials from other Ministries, including defence personnel. They are usually from the IAS, IPS, IRS, defence services etc. Amongst the India-Based, we also have Group C and D officials such as security assistants and multi-tasking staff.In the local staff category, we usually employ local citizens who have degree in international relations. They have to be fluent in English and the local language.
