Go to all the way left, you will see "Create new user/profile". After you created one, go to Sign-up for Playstation Network, and you make a new account.
Why won't PSN create my account?
No matter what I do, how I do it, I keep getting the "We are currently unable to create your account. Please try again later." I've been at this for a couple weeks now and nothing's changed. It asks for my email, birth date, where I live, to create a password, and to type in the reCAPATCHKA (or whatever it is). There's nothing offensive about any of my information, nor am I "too young" to sign up or anything like that. I don't get it. I've tried doing it on different web browsers, but ... nope.
