When you first approach him after completing the main quest line with one of the factions, all you have to do is talk to him and your character will ask him if he wants to come live with you, which leads you to choose a place to send him. Once he has already been initially sent to a settlement, to move him again, just use the workshop mode and, like any other settler, select him and choose another settlement to send him to.

It has a motor in it to alter the tilt itself, you shouldn't move it up or down by hand. EDIT: Possibly, you might get away with no damage caused, you should go on the Kinect Tuner and go through the Tracking option, see if it moves uptownwn properly, if not you have broken it. If it moves up & down it's alright but it may break in the future quicker than it normally would.

The can ban either the console, or the gamertag, or both. It depends on what you did. If it's a console ban (see http://www.xbox.com/en-US/consoleban for info) then if you buy a new 360, you can take you're existing hard drive and your gamertag over and start playing again. If it's a gamertag ban, it's normally just a 24 hour / 1 week / 2 week suspension and they only permaban you for trying to steal accounts or playing unauthorized copies of games before the release date. If it's a suspension, you just have to wait it out; for a permaban, you need to create a new gamertag, and you lose all your saved games, gamerscore, and downloaded content when you do. They don't do IP bans. It's way to easy to get a new IP address, usually by doing nothing more than resetting your modem.
