Shopping for groceries in another state with your Food Stamp Benefits is perfectly legal. Many states use a debit card like system known as Electronic Benefit Transfer (EBT). This is an electronic system that automates the delivery, redemption, and reconciliation of issued public assistance benefits.
According to FDA studies, most, but not all, households redeemed their Food Stamp benefits in supermarkets and in the same state where their benefits were issued. For example(It's just an example. Food Stamps are a Federal Program. The same example would apply with FS issued in Vermont and spent in North Carolina) here is a bulletin issued by New York State and referenced below in source(s). –“New York SNAP recipients may access their EBT cash and SNAP benefits anywhere within the United States at participating EBT locations.”
Many states have reciprocal agreements that exchange data with each other. Routinely redeeming your Food Stamp Benefits in a state other than you reside, may generate a computer case alert for the eligibility worker to verify that you live at your given address.

Does Using Food Stamp From Another State Work For Other State?

Not usually. Food stamps are a state program, but some states have agreements with bordering states. And even in states that have these agreements - it is usually only big chain groceries that have the right machinery to validate an out-of-state card.

Reporting changes for SNAP requires that you report a change at your application, re-determination or FS IR. It is ILLEGAL to receive SNAP in more than one state though and can be punishable to a 10 year disqualification from the program. You need to cancel your SNAP benefits in the state you are currently receiving and then call the state in which you are moving to and inform them of your move to their state and when your SNAP is ending in the state you came from. If you dont have your driver license or ID card in the new state you can always prove your move by a rent receipt or a bill or something showing you are now living in their state.

Is this BIG TIME welfare or food stamps fraud ?

My mother has never had a job and is on welfare and receieving food stamps from pennsylvania but she hasnt lived in pennsylvania in 4 yrs. In 2008 she got a 05 chrysler jeep and is leasing it(paying every month) as soon as she got the car she moved to New york with my stepdad who is 40 yrs old and been in the army since he was 18. He still works and makes lots of money. She lived in new york until 2010 and never told the program about her move out of state. She used the pennsylvania food stamps in new york. She then moved in 2011 to north carolina and still didnt let the program know about her moving. She is currently in north carolina now (without my stepdad) and is still using the food stamps she filed for in pennsylvania. What can happen to her ? Or is she even doing &nything wrong ?
