Why doesn't my paypal Debit card work at ATM's?
Call paypal. Paypal has had major problems with their debit card system in recent months. People have reported that their cards were shut down with no notice and they weren't sent new ones until the called in.
Can you pay half credit card and half cash?
I have a netspend credit card with about $17 and I want to go to 711 and buy 1600 Microsoft Points for $19.99. Since it is an online game code, can I pay $17 with my netspend and $3 cash?

Can I pay my credit card bill with PayPal?
This would be up to the credit card issuer over whether or not they accept PayPal. I do not know of any credit card companies that would accept a payment this way. Almost all of them require a direct debit from a bank account.
Is it possible to add funds to Paypal from a BDO savings account?
Is it possible to transfer money from my BDO savings account to my Paypal so I can use that money to shop online? I also have an ATM Debit card, but with no VISA or MasterCard logo. Can I use that instead? Lastly, is there a fee for transferring money from BDO to Paypal?
Using BDO visa debit card?
Yes, you can use a BDO Visa Debit Card world-wide. Paypal accepts it, online merchants too. It functions pretty much like a credit card and can be swiped by merchants accepting Visa logo. In the Philippines, you can use it as a debit card wherein they swipe it in a mobile POS (Point of Sale) and then ask you to punch in your PIN, or as a credit card wherein you need not key in a PIN but instead sign a receipt. Outside of the Philippines, you can only use it like you would a credit card. I have both a Bank of America Visa Debit Card and BDO Visa Debit. I use both world-wide. Tried BDO Visa Debit in Singapore, can't input the PIN, so I had to sign instead. You have to be mindful of international transaction fees though. I find that my BDO debit has a good currency exchange, but huge International ATM Transaction fee. So I won't be withdrawing cash from a foreign ATM anytime soon. Also, you need to alert your bank if you are going to use the card abroad. Lest they reject your transaction. You can also set a maximum daily allowance.
Pre- Paid Debit card that can be easily used in the Philippines?
I will be in the Philippines for a few weeks and only have one debit card at this time. I would like to find a second card emergencies and such. A card that I can "load" and easily use in the Philippines.
Can a paypal account be connected to someone elses debit card?
Yes. Especially if they have the same address because there is no such thing as name verification for credit and debit cards. But speaking personally, I’ve made purchases for a few friends and family members who do not have paypal accounts using their card on my account a number of times.However, double check Paypal’s terms to see what they say on it. It is technically possible, but it still may be against their rules. Also, you’d better have their explicit permission and make sure they are aware of any purchases you’re making on it. If they call their bank and request a chargeback, you’re going to get your paypal account shut down in a hurry if that transaction came from you account and you’re not the card holder. They will be able to see who requested the chargeback, and if your name isn’t on it, they’re going to come to you with a bunch of questions.
Why does it take PayPal 3 - 5 days to transfer money to my bank?
I personally don't believe this is anything more than a marketing decision to make it more appealing to leave your money in your PayPal account (thereby showing as an asset on Paypal's balance sheet), continue to earn interest as long as the money is stored under their control, and encouraging you to use their own branded Mastercard (which means they get the fees for use). They have a business interest in making it simply take so long.The reality is that financial transactions can be instant when they want to be. Banks and Paypal certainly can take my money out at the moment their MasterCard is swiped at a store.True story from a couple of weeks ago: I walked into a bank (not my own) to make a credit card payment because I had a Visa from there, and I gave them a handwritten check. I happen to check my own bank's checking balance not 10 minutes later, and the money was already deducted from MY bank -- because this other bank had scanned the check right there at the teller, read the numbers at the bottom, encoded it, and instantly transferred it from bank to bank. So banks and processors certainly CAN do this. Paypal simply chooses not to.

Yes - as long as your debit card can be processed as credit. Usually, debit cards that can be processed as credit will have a Visa or MasterCard symbol on the front.
