How can I get a permission to make a remix of a song?
Contact the record label that put out the song as well as the manager/producer of the song. They're the ones (especially the record label!) that hold copyright of the song.Additionally, I think (although correct me if I’m wrong) it's legal to make a remix of the song, so long as you don't publish it online or sell it without giving the original writer credit.
What do you call someone who remixes songs?
Generally they'd be called a DJ or a Producer
