Why can't I send pictures on my iPhone when it's NOT on iMessage?

I have an iPhone 4 and it sends text messages perfectly fine. It sends pictures only on iMessage! Why won't it let me send pictures when it's just a regular text message (aka when the conversation boxes are green). Not all of my friends have iPhones so I can't send pics through iMessage to them, why won't my pictures go through? It will just say "did not send" or something like that.

I personally have a very strict dad who pays very close attention to my phone bill. All of my friends have iPhones, but I'm scared to let them actually text me. My phone is an iPhone 4s and updated to the lastest ios, and it's the AT&T. My dad doesn't like me talking after a certain time and talking too much. I was wondering if iMessages show up on the phone bill, and if they do, what it says. Does it say the time or the number you text? Or how many texts you send? Like I need to know that if my dad checked his phone bill right now on the internet if it would show up. Please only answer if you for sure know how it works. Thank you so much.

Me and a friend both have iPhones but I live in Canada and she lives in the US and I can't text her because of long distance charges.
