Yes, but the easiest way to explain it is in a hypotethical. Imagine there is a piece of paper that has names of stuff on it, and this paper is given to an god-like alien life form, as this alien reads the items, a random event determines if they are created or erased (including from the paper itself and the aliens memory. The total universal energy perhaps cannot cease to exist, but that does not mean that the specific things which it combines to make up cannot cease to exist.
