That depends, Some mods have virus' In them, But not all do. I recommend looking at comments before downloading them or getting a virus protection program like Microsoft Security Essentials (free) Or Windows Defender (standard with Windows 8). So long story short: Maybe. Comments can be your best friend. But if they seem SUPER positive don't trust them.

Lol. Yes, probably quite easily at max settings. But something that factors in, what is your VRAM? That's what GTA 4 is intensive on. Also, another thing - the recommended settings are basically the max the game will take as it's a 32 bit game. I have 16gb ram, Radeon 7850 HD w/ 2gb VRAM, i5 2500k oc'd to 4.0ghz (quad core), etc etc - my game won't run much better than it would for you. Avoid demanding ENB shaders unless you think you can handle em. (You'll know what I mean with a simple google search - there's mods to make GTA 4 higher quality than GTA 5 by far). Long story short - YES. You'll do fine. Also, believe what you want - but GTA 4 is far better on PC than on consoles. You just have to mod it.

So I wanted to try and go online in my gta iv, but I cant since noone allows mods. I tried deleting local content, but the mods were still there, as if I never reinstalled anything. SO what do I do? I have no backup files, and the mods im using is: Hulk mod, simple native trainer mod and lcpdf mod. Help please?

These graphics mods takes more vram for sure but 1060 can manage it. Even you use mod, Your card can still manage to reach 60 fps easily on GtA 5 for sure.
