Greece is the intellectual birthplace of western civilization but you have to go back to the Byzantine empire, the Hellenistic kingdoms and Alexander’s empire to find a state with a Greek core that deserves to be called a “great power”. The modern Greek state was founded in 1830 as a small country heavily depended on Britain and other European powers of the time. In the 20th century - and despite a horrific German occupation and a destructive civil war - Greece managed to establish a relatively adequate democracy and become part of the EU and the euro zone, but is always considered a peripheral and rather weak member of the European family. Italy on the other hand is a quite different story. After the days of the mighty Roman empire, the country was scattered and not unified before the late 19th century. Nowadays, and despite its far from insignificant problems - huge debt, organized crime, inadequate public sector - it is a always a major country in all respects and among the top five European economies. But still, Italy is not and has not been a “ great power” at least since the Roman days.
