Is it possible to apply in Canada from Dubai without the IELTS, or is it necessary to do the IELTS/any employee working in the UAE that can apply for the third-country? What is the procedure?
Question is unclear except the fact that you need IELTS score. I will be specific about CanadaYou need IELTS - General if applying for Permanent ResidencyYou need IELTS - Student if applying for University/CollegeFor both types you need certain score to be eligible. Check cic website.You don’t need IELTS if applying for Work Permit, most of the paper work is done by Employer. It's highly unlikely you can apply for Work Permit for Canada without job offer.Employer don’t care if you have IELTS or not. Most of them do not know this test!. But getting job offer for person living abroad or not resident of Canada is extremely rare.Employer needs to obatin permit from Immigration stating why they need you for the job and not any local person can be hired. So yeah IELTS is least of your problem when coming here for work.

Is Canada really a good country to live? I think the numbers speek for themselves. Canada is so sparsley populated. I guess it's way too cold for most people to consider moving to. Is Canada any good? If so, why you say? eh?
