Who pays the sales tax, the buyer or seller?

In most of the states, the sales tax is the liability of the buyer but if the seller has nexus (legal presence in the state), then the seller has the collection responsibility.  If the seller doesn't collect the tax and was obligated to collect it, then the state can assess the seller and make them pay the tax.  It would then be up to the seller to try to collect it after the fact from the buyer.  If the seller does not have nexus in the buyer's state, then the buyer has the primary responsibility to pay the use tax to the state of use.  There are a few states that impose a seller's privilege tax where the liability is on the seller and it is a negotiated part of the agreement between buyer and seller as to whether the buyer has to pay the tax.  CA has a provision like this under their sales tax that applies to in state sales (buyer and seller and inventory all located in CA).

No, the recipient does NOT have to give your name to receive it. The recipient only has to give whatever name you tell them is the sender's name.

All anyone needs to send money is:
1) A first and last name to use on the form as the sender's name
2) A first and last name to use on the form as the receiver's name
3) Money

All anyone needs to pick up the cash is:
1) The first and last name used on the form as the sender's name
2) The first and last name used on the form as the receiver's name
3) The eight or ten digit money transfer control number (MTCN#)
4) The test question and answer

And, all too frequently, only one or 2 of above listed requirements are actually needed to pick up the cash and disappear.

That is it, no ID required.

If you are:

1) sending money as part of a work-at-home job
2) buying from craigslist/kijiji/forum/website
3) buying a pet or car/truck/trailer/motorhome/caravan
4) helping an online boy/girlfriend or refugee
5) paying taxes/fees on a loan/lottery/draw/government grant
6) paying visa/bank/airline/travel fees
7) paying deposit/rent for an apartment/house
8) paying banker/barrister/lawyer/court fees
9) paying a transportation/courier/shipping company
10) receiving/forwarding money onto someone or some company

Then you are being scammed.

Just keep in mind that Western Union and moneygram are unsafe and unsecure ways to send money.

Western Union and moneygram do not verify anything on the form the sender fills out, not the name, not the street address, not the country, not even the gender of the receiver, it all means absolutely nothing. The clerk will not bother to check ID and will simply hand off the cash to whomever walks in the door with the MTCN# and question/answer. Neither company will tell the sender who picked up the cash, at what store location or even in what country the money walked out the door. Neither company has any kind of refund policy, money sent is money gone forever.

If you google "Western Union scam", "fraud moneygram scammer" or something similar you will find hundreds of posts from victims and near-victims who lost money via Western Union and moneygram.

EBay seller wants me to deposit into his bank account?!?

I purchased a 2006 Lincoln Navigator on eBay. I payed a $500 deposit to him through PayPal. He said he wants the remaining balance deposited into his bank account. It's at Chase Bank, he also said "This is my Chase bank branch address:
1599 Flatbush Ave, Brooklyn, NY 11210 (718) 859-5101"

Is this ok to do or should I send him a payment through PayPal and just see what he does?

How are new cars registered in India? Is registration done at the dealership or does the dealer/owner need to drive it to the RTO?

In most cases dealer gets all the required docs signed and proofs collected from you and get the registration done from RTO on your behalf from their agent. Agents have contacts so they need not get the car to RTO. You can always get the car registered yourself but will have to drive to RTO and not worth the efforts i would say. Dealers charges nominal 500–600 rs etc with or without telling you for this.But sometimes dealers hold your RTO registration money for weeks and dispatch docs according to their wish . In my case they held my Registration money for weeks and by the time they sent my docs RTO tax had raised from 8 to 10% ,i had to pay extra just because of their this mistake.This is very rare case so no need to take a day off for registration only.Opt for dealer registration.

Would food stamp benefits be affected if someone purchased a new car?

yes. they are wanting a used car. and i'd just to point out that not everyone on government assistance is a mooch. my father in law owned a business for many years and broke his back while on the job. they have custody of my sister in laws kids because she was an abusive drug addict. the kids are in a safe environment with a family who love them. my in laws would not need food stamps if they werent taking care of the kids, and the disability check is necessary for them to live. they have paid in for over 40 years, so i believe the benefits they are getting are benefits they deserve from being responsible tax paying citizens. its not his fault he broke his back and cannot work, and its not the kids's fault thier mother is worthless. lets not judge please. thats not what my question was about.

What happens if you don't pay a title loan and they DONT come take your car?

If you're delinquent on your vehicle loan (in breach of contract), the vehicle CAN be possessed at ANY time. Just because they haven't doesn't mean they won't. Even so, until they do, unless you obtained the loan fraudulently, you're freely entitled continued use of the vehicle as its current owner.

As a contractual leinholder, the bank or finance company can (and likely) will take independent actions, up to and including referring your account to their own collections department, a collection agency, and/or report your delinquent obligation to any or all of the credit reporting agencies.

You continue to owe the loan regardless of the vehicle's disposition or who happens to possess it. Only if it's repossessed and subsequently sold to recoup the outstanding balance does any thing change. The lender is empowered by your power of attorney to sell the vehicle on your behalf and any amount they obtain for selling the vehicle (less repossession, storage, and sale fees) is applied to the outstanding balance. If it's insufficient to cover the entire balance, you continue to owe the lender as a non-secured debt. If they happen to sell it for more than you owe, they're obligated to refund the difference to you.

The one thing you CAN'T do is sell the vehicle. Because of the lien, the title is "encumbered"; and it must become unencumbered before you can (legally) assign ownership to someone else. Indeed, you usually don't even have access to the title until the lien is satisfied. Some people have applied and received (through loopholes) replacement titles, claiming the original was lost or destroyed and falsifying (committing perjury) whether or not any liens (encumbrances) exist, but most eventually get caught and are prosecuted for both perjury and/or theft or fraud once they sell the vehicle.
