Official regulation states that if your name does not match the name on your ticket, you don't get on board, it's that simple. However, as I grew older and more experienced with traveling, so did my dealings with Cebu Pacific, and I can say that more often than not, staff in the check-in counter don't ask for your ID or passport. What's important to them is that you have the ticket. So what does this mean? It all boils down to whether you are willing to take risks or not. If you are willing to take risk and go on with the ticket anyway, it's possible that your grandma will get through. If you are NOT willing to take risk then you'll have to fix this thing. The easiest way to do this is to book a new ticket under her (correct!) name and then request Cebu Pacific to cancel the old one. I don't know how that works for over-the-counter ticket purchases but for eTickets paid with a credit card, the amount you paid for the old ticket will be debited back to your credit card balance after maybe 1 or 2 months. Yes, it will appear at that moment that you've paid for 2 flights. Don't forget to ask your grandma the *exact* name that appears in her passport.
