Usually major banks like Chase, BofA, Wells Fargo don't give loans easily unless you've got good credit score and steady income. But, if you've got SSN, then build up a few months of credit and then try. If you don't, get a letter from ssn office saying that you're not eligible for ssn. And also get proof of income (prev bank statements or attested letters from family saying they will provide for you). Although it's really difficult without SSN.
